Herrschers

A Herrscher— also known as a Lawman, Lawmaker, or Ruler— is an envoy, or rather apostle of the Honkai, who inhabit human vessels that are capable of adapting to it, manifesting out of the host’s negative emotions. They are powered via a Herrscher Core, which is essential to their entire existence. If the Core is not neutralized when the body is destroyed, the Herrscher can take over another person as a vessel, provided that vessel has the Core implanted.

Herrschers, as their title suggests, effortlessly transcend human capabilities, are capable of bending worldly laws to their whim and command entire armies of zombies and Honkai Beasts, to overwhelm and destroy human civilization, the goal of the Honkai.

One Herrscher alone is quite powerful, but against humanity’s technology, it often takes more than one of them to actually destroy the world. Additionally, as the Honkai adapts, the Herrschers adapt too. Two Herrschers of the Previous Era were able to bring destruction to civilization with abilities engineered specifically to counter them, while lacking the ability to contend with the destructive capability of other Herrschers.

Fortunately, not all Herrschers are against humanity, as in rare cases they can conquer the will of the Herrscher inside them that is making them succcumb to their hatred against other humans, or can become allies instead. This «will» can also align with its host, like the case with Raiden Mei and the «voice» inside her head.

The Herrscher of Sentience formed in Fu Hua but instead of becoming instantly destructive like a regular Herrscher, Fu Hua’s memories of more than 50,000 years diluted the Herrscher personality, making it want to fight the Honkai and resenting it for destroying everything she loves. The Herrscher of Sentience initially even assumes that it was the new and improved Fu Hua until it realised its error and went off the grid after returning Fu Hua’s body.

Kiana is also mostly able to suppress Sirin and even retains her personality while fighting off Honkai and even saving people as she did in Arc City. Few people even admire her for her bravery as shown in the CG of Chapter 23.

*NOTE: Current Era Herrschers are organized in the order set up in the Previous Era, but their order of appearance in the Current Era is as follows: Herrscher of Reason, Herrscher of the Void, Herrscher of Thunder, Herrscher of Wind, Herrscher of Ice, Herrscher of Stars, Herrscher of Sentience and Herrscher of Domination.

HoS has three weapon modes with their own gauges. Weapon modes are interchangeable through quick-tapping the Ultimate button.

Riding the Blade Waves
Every weapon switch or QTE grants 5s of Psyched status where the next Combo ATK restores 5 bonus SP and removes the status.

As it states, every time you switch weapon modes (or QTE) presents you the 5s opportunity to gain SP should you Combo ATK.

Ultimate: A Worldful of Woes

In addition, Herrscher form and Burst mode are one and the same for HoS. It will last even when she is switched out. You can tell when it is over when the stage surroundings are no longer red and your Herrscher timer hits 0.

By holding the ATK button, you can then hold/spam the ATK button to Combo ATK heaps of damage.

Alternatively, you can tap the ULT button to launch a tower with chains for gathering and additional big DMG.

Using Ultimate or special ATK triggers a shield. Special ATK additionally inflicts 1s of coma on hit.

Evade: A Wraith without Trace

If you evade (while Ult-evasion isn’t in CD), you can create an illusion that will explode in 3s.

However, if the illusion gets destroyed, a 2.5s Time Fracture is triggered.

HoS can gain a lot of mobility if she’s sword-riding. But beware of accidentally hitting an enemy while in or exiting sword-riding if you don’t wish to trigger any stigmata-CDs and/or initiate any battles.

Blown away with a Big Bang
Illusions can be detonated by Valkyrie attacks.

This skill, that can be turned on/off, enables HoS to set off Time Fractures almost on demand. It’s recommended to keep the skill on so you can invoke Time Fractures at times such as the beginning of the stage or while enemies are not attacking.

Illusion explosions deal 600% ATK of bonus Physical DMG.

Fluffy and Florescent
When illusions explode, they drop a black plume on hit. Pick it up to restore 150 HP and 15 SP for all team members.

There are a lot of different gears that HoS can utilize. Here are some recommended sets (event-gears not included):

Note that her signature weapons are very important for they provide both the DMG and SP recovery she desires to enter Burst Mode as soon as possible.

Set 1 is the ideal burst mode set for abyssing, both Sirin Ascendant: T and Dirac MB provide the most amount of buffs for HoS in burst mode that also so happens to be in Herrscher form.
Set 2 is geared towards rotation style gameplay, namely Memorial Arena. It works best when HoS QTEs into the battle and quickly hits hard with a Combo ATK.
Set 3 is a slightly more f2p friendlier version of set 2 since both the M and B pieces are farmable.
Both sets 4 and 5 are very f2p-friendly sets that players can make more use out of if they lack the necessary stigmatas.

Provided below are DPS comparisons between the sets for HoS (S-rank), with the top-half in Burst Mode and bottom-half in Fast Rotation

Set 1 is preferred in places where you can use your ult, such as Abyss.
Set 2 is an alternative to set 1 if you lack the set, it can also be used in Abyss.
Sets 3 and 4 can be used in both Abyss and Memorial Arena due to its only requirements of QTE and Weapon Skill usage. Both are easily possible with HoS.
Set 5 is the standard quick-support that is mostly used in rotation playstyles like MA.
Set 6 is the standard f2p set that can work in both Abyss and MA.

Listed below are the most commonly synergized teams that you can put HoS in. Note that this is not what HoS is limited to.

Knight Moonbeam + Celestial Hymn + Herscher of Sentience

The playstyle of this team is simple; have KMB invoke Time Fracture to proc CH and HoS ’s QTEs. QTE in with CH alongside with applying your buffs and debuffs quickly. Then QTE into HoS and Combo ATK and/or Ult if possible.

Since a human body is needed to host them, they are proved to be as strong as normal human if there is no special factor and can be killed if their physical form is destroyed or if their gems are extracted / destroyed from their bodies.

Background Concept

When Houkai energy in an area reaches 1000 HW (Houkai Welt) or higher, there is a small chance that someone may absorb sufficient Houkai energy to become a Herrscher. But to actually make a condensed Herrscher gem, it requires at least 2000 HW or more.

A Herrscher accompanies each generation of humans. Each Herrscher has different abilities and is considered the midpoint between the human race and between the Houkai beasts. A Herrscher has abilities that far exceed human beings, even S-Rank Valkyrja can barely contend with one. The only thing all potential Herrscher have in common is higher than normal Houkai adaptability.

Herrscher are humans that have been corrupted mentally as well as physically to Houkai. Being near them will subject you to high levels of Houkai radiation. Under normal circumstances, humans with low Houkai adaptability will become akin to a zombie. Unlike normal Houkai zombies, Herrscher have partial human consciousness and have direct contact to the will of the Houkai. If the Herrscher is strong-willed, they can break free of the Houkai and become rogue.

The «Herrscher» title is temporary and may change in the future.

Herrscher Awakening Process

Keep in mind that these are all based on what has been observed and pieced together by the community, meaning that the following information you are about to read hasn’t been confirmed by MiHoYo yet.

You have been reminded.

Note 1: Phase 2 and Phase 3 can be reversed, provided that the eligible person who has very high adaptability and strong will, they can surpass their «Herrscher consciousness».
Note 2: If a Herrscher comes in contact with the «Will of Houkai» it can gain enhanced abilities.

Methods to control / destroy a Herrscher

These are few known methods to control / destroy a Herrscher.

Self-control

It is known that 1st Herrscher are capable of controlling themselves and betraying the Will of Houkai quite easily.

Body containers

Some characters (known with 12th Herrscher, K-423 and Wendy) are capable of storing cores without turning into a Herrscher. However, having a core inside of them is still able to trigger the Herrscher awakening process and result in a Herrscher.

Body destroy

Since most Herrscher require a body to be working, destroying their body is one of most commonly used methods of stopping a Herrscher.

Core drain / extract / destroy / trap

Some Herrscher will need to their core to be drained, extracted, destroyed or trapped to prevent them from functioning.

1st New World: Herrscher of Reason

Welt Joyce, the 1st Herrscher of Reason

Welt Joyce as Guinea pig

When Welt Joyce became a Herrscher in 1952, he unconsciously destroyed Berlin and killed 300,000 people, including Carl Gustav, Einstein’s first mentor. After capturing him and interrogating him, Welt soon became close with the Shicksal branch. In 1955, this branch renamed themselves Anti-Entropy in belief that Otto had no dedication to defeat the Honkai.

The Herrscher of Logic is capable of recreating anything, bend any physical law so long as they understand the concept of which they want to bend or recreate. The 1st Herrscher’s knowledge stretches even further if they are given the chance and time to grow more power, to know every answer to every question, to know every strategy in every battle.

Welt Joyce was remarkable as a Herrscher for he was devoid of the Will of Honkai, unlike Mei, who’s Will of the Honkai resonated with her. He was labeled a traitor to the Honkai, with this label passing on to his successors.

Welt Yang, the 2nd Herrscher of Reason

Born Joachim Nokianvirtanen, he inherited the name of «Welt» and the 1st Herrscher’s core from the dying Welt Joyce. He later became a part of the new generation of Rule-abiding people; a guardian of mankind and human responsibility. The real lord of Anti-Entropy, the image of Welt is presented to the world.

Bronya Zaychik, the 3rd Herrscher of Reason

Bronya came into possession of the core of the 1st Herrscher in the Sea of Quanta after going through several bubble universes created by Welt Yang. The core grants Bronya the powers of Reason, and allows Welt Yang’s conciousness to reside in her mind. Bronya later lost the core in an altercation with Kevin Kaslana, forcing Welt Yang to recreate his body around the core to protect it. After escaping the Sea of Quanta with Seele Vollerei, Welt Yang offers the core to Bronya once again, promising to instruct her on how to use it.

2nd New World: Herrscher of the Void

Sirin, the 1st Herrscher of the Void

Sirin, the Herrscher of the Void, grew to be one of the most horrific sparks of disaster and destruction the world had ever seen. Sirin was born as a poor, abused lab rat in Shicksal’s experiments, with her mother dying of illness. In her bitterness and rage of watching all her friends die and suffering the pain of abuse and experiment, Sirin became the Herrscher of Void.

Sirin received 4 fragments of «God»‘s power.

K-423, the 2nd Herrscher of the Void

The 2nd Herrscher was revived once again in Honkai Impact 3rd in K423’s body, a replica of Kiana Kaslana literally made to host the 2nd Herrscher of the Void. The 2nd Herrscher was no longer a naive, overconfident Herrscher when she was revived again, in fact became a cold, void, regal and rageful Herrscher, proclaiming herself the literal being of the Honkai. She led the 4th Honkai Eruption, which although was much more small scaled than her previous Eruption, still managed to destroy a good amount of the world.

She was defeated in Chapter 9 at the cost of Himeko’s life, and although she is not dominant nor is she dormant in K423’s vessel, she continues to torment Kiana’s consciousness in patience, knowing that she will succeed taking over her vessel.

3rd New World: Herrscher of Thunder

Raiden Mei is the daughter of the former president of Massive Electric (referred to as ME), a second-grade student of Senba High School, and later the student of St. Freya Academy, B-Rank Valkyrja.

Note that this art is compromised and the actual character design is much diffrent than this

Her ability is to manipulate electromagnetic fields includes «electromagnetic field surrounding the body» and «electromagnetic pulses that destroy chemical bonds within the molecule».

She awakened during her last stand towards Husk-Nihilus by the Serprents and then became the Herrscher of Thunder shortly after that. She also absorbed Benares that is once a Honkai Beast that is tamed by K-423. She then sergergated herself from K-423 after a long enduring fight (In that moment, K-423 becomes a Herrscher of the Void but neutralized by Raiden Mei). After the long enduring fight, she quickly joins World Serpent.

4th New World: Herrscher of Wind

Wendy is an A-Rank Valkyrja, and also Theresa’s best student and has a high potential of becoming an S-Rank Valkyrja, but she got controlled by the Will of Houkai and became the Herrscher of Wind.

5th New World: Herrscher of Ice

Ana Schariac was an A-Rank Schicksal Valkyrja and the leader of the Snow Lotus Squad. She became a Herrscher after the eruption at Coral Island.

The recent alliance with World Serpent and Schicksal look for the 5th Herrscher to make sure that she will not create any serious impact while World Serpent needs her for Project: Stigmata.

She can form ice at her own will, using it however she likes.

6th Old World: Herrscher of Death

The 6th Herrscher of the Old World has no elaboration on who she is, however the manga «Divine Key» showed a panel of the 6th Herrscher with a girl who looks similiar to Seele, hinting that Seele’s previous reincarnation in the Old World was the 6th Herrscher. Although the core was made into a God Key, the stigmata of Herrscher goes on to be in Seele’s reincarnation in the New World.

Note: Seele of the New World only has the stigmata of this Herrscher, she does not have a Herrscher core.

7th Old World: Herrscher of Flame

Character: Captain HIMEKO

The symbol of destruction. She is Himeko’s parallel self in the Old World, and her becoming a Herrscher resulted in killing many present at the event. She was the most powerful physically destructive Herrscher, being more destructive than the ones before, and turned the entire continent of Australia into a sea of ​​fire in just one week of synthesis. Later on, she was killed by Kevin Kaslana and the Herrscher core was made into Judgement of Shamash.

Her ability is to freely manipulate fire however she likes.

8th Old World Herrscher

Core retrieved by Kevin Kaslana, formed into the God Key, Phoenix Down

9th Old World: Herrscher of Rock

The ability to control gravity, core retrieved by Kevin Kaslana, formed into the God Key, Eden Star.

9th New World: Herrscher of Stars

Afterwards, he then gave his Herrscher core to Ana hoping that she can «live on her own». This caused the Herrscher of Ice and the Herrscher of Stars to fuse into a novel individual Herrscher-class entity, wreaking chaos and destruction in their wake. Fortunately, Mei (as the Herrscher of Thunder), along with Durandal, managed to defeat this entity and retrieve their cores. Schicksal Valkyries then built a tomb for both Owl and Ana, and their necklaces (which formed a heart when joined) were placed on it.

10th Old World: Herrscher of Domination

The first 10th Herrscher was a chef working for Fire Moth, who was given the capability to turn invisible. She attempted to attack Dr. MEI however was quickly dismantled by Kevin. When Dr. MEI was studying this core, she discovered something quite peculiar with it, which was the fact that the core had a physical structure identical to a Herrscher, however it was incredibly weak.

Within 3 days, 15 more individuals were turned into this Herrscher-like being. In 10 days, it had become 92. In 4 months, it had stopped after reaching 1000 individuals. Fire Moth called her The Herrscher of Legion, numbered from L10-001 to L10-1000.

Each Herrscher, one after the other, would always be weaker than the one before. Not only this, the Herrscher would have a very simple ability from every other Herrscher, and are able to communicate to each other through mind, allowing many other individuals to attack Fire Moth. As simple their abilities seemed, all together they were incredibly powerful and with so many individuals corrupted, it was too difficult to stop.

Dr. MEI then lured all 1000 individuals into an abandoned island with the God Keys, and wore a battlesuit which had the Herrscher of Lightning’s core, and used the Judgement of Shamash to defeat them all. It took less than 10 minutes to defeat the Herrscher.

As many cores as possible were salvaged by Kevin and M.E.I to create keys that can potentially be activated.

11th Old World: Herrscher of Binding / Anti-Herrscher

This Herrscher can manipulate and weaken any kind of energy, including Houkai.

Core retrieved by Kevin Kaslana and formed into the God key: Oath of Judah which is given to S-Rank Valkyrja by Otto Apocalypse.

12th Old World: Herrscher of Corruption

12th Herrscher had the ability to project her own consciousness onto any object and control it freely. In reality, this Herrscher was actually a self-aware lethal virus which was coloured black and red, which infected everybody and turned them into zombies. Not only that, but she was also able to control machines, launching nuclear missiles and destroyed a part of the old world. Professor MEI had to seal it into the purple box before it managed to destroy the rest of human civilization.

The 12th Herrscher

The purple box later fell into Schicksal’s hand, causing the Black Death. Eleanor Schariac injected a fragment of this Herrscher onto herself, becoming a large spider beast and later got defeated by Kallen and Otto. After witnessing the inhumane experimentation of Schicksal using Crystal Disillusionment, Kallen stole the purple box and ran away to Yae Village. She was later fatally wounded and discovered by a kindly Yae Sakura. However, Yae Sakura later unwittingly opened the box, releasing Higyokumaru and all her hate accumulated over the centuries, and possessed Sakura, turning her into a large fox beast that was later defeated and sealed by Kallen.

Higyokumaru currently resides in the Stigmata dimension after the events of the Sakura Samsara.

Pseudo-Herrscher

In some cases, there are individuals who possess extremely high Houkai energy similar to a Herrscher but does not possess their own Herrscher core but with a stigmata instead.

Herrscher «revived» by Sirin

The 3 Pseudo-Herrscher are the old friends of Sirin who died in the Babylon experiments, but were returned to existence after the 1st Herrscher’s core was captured. They were then given fake cores constructed from Herrscher of Reason’s power to become Pseudo-Flame, Pseudo-Wind, and Pseudo-Death Herrscher.

Aphora

One of 3 Babylon experimental subjects resurrected by Sirin, she was given pseudo-Herrscher core of «Eager Storm», possessing the ability of the Wind Herrscher, and was ordered to destroy in Finland-Oulu, bringing more power to Sirin.

Agata

One of 3 Babylon experimental subjects resurrected by Sirin, she was given the pseudo-Herrscher core of «Inflammation», possessing the ability of the Fire Herrscher, and was ordered to destroy in Kazakhstan-Astana, bringing more power to Sirin.

Galina

One of 3 Babylon experimental subjects resurrected by Sirin, she was given a pseudo-Herrscher core of «Silent Death», possessing the ability of the Death Herrscher, and was ordered to destroy in Russia-Novosibirsk, bringing more power to Sirin.
